| Beschreibung [de] | Die Expertise entstand durch eine Expertengruppe, unter Leitung von Prof. Dr. Eckhard Klieme (Deutsches Institut für Internationale Pädagogische Forschung, DIPF), im Auftrag des Bundesministeriums für Bildung und Forschung (BMBF) und wurde am 18.02.2003 in Berlin vorgestellt. Hintergrund bildete der Konsens zwischen Bund und Ländern über die Einführung nationaler Bildungsstandards. In der Expertise wird, unter Auswertung internationaler Erfahrungen, geklärt welchen Kriterien Kompetenzstandards genügen müssen. Anders als Lehrpläne, schreiben Bildungsstandards verbindlich vor, was ein Kind einer bestimmten Altersstufe mindestens erlernt haben muss. Anschließend werden Konsequenzen der Einführung von Standards für das Bildungssystem erläutert, insbesondere für die Bereiche Lehrplanentwicklung, Bildungsmonitoring, Schulevaluation und Unterstützungssysteme. In den beiden letzten Kapiteln werden die Infrastruktur, die in Deutschland für Entwicklung und Implementation der Bildungsstandards sowie für Bildungsmonitoring und Schulevaluation entstehen sollte, sowie die Arbeitsschritte der nächsten Jahre beschrieben. |
| Beschreibung [en] | The expertise is prepared by an expert group under the leadership of Prof. Dr. Eckhard Klieme (German Institute of International Educational Research), by order of the Federal Ministry of Education and Research Germany (presented 18.02.2003 in Berlin). Against the background of the consensus between federal authorities and the “Länder“ to implement national educational standards, this expertise analyses which criteria competences have to comply with and which international experiences already have been made in this field. Different from curricula, educational standards are prescribing mandatory what children at different stages of life must have acquired. Following the expertise examines the consequences of implementing educational standards in the areas: curriculum development, monitoring, school evaluation and support systems. The last two chapter focus on how an infrastructure for the development and implementation of educational standards as well as monitoring and school evaluation can be set up in Germany and which steps have to be taken in the near future. |
